ECB keeps rates at 1 pct, to face crisis grilling

FRANKFURT: The European Central Bank will face a grilling on its assessment of the euro zone debt crisis and firming price pressures in the bloc after it left interest rates on hold at 1 percent on Thursday.

The decision was correctly forecast by all economists polled by Reuters and keeps rates at the record low they have been at since May 2009.

Financial markets wonder whether the ECB can increase its bond purchases to support Portugal -- the latest government under pressure in a crisis which policymakers want to halt before it reaches the much bigger Spanish economy.

The pressure on the ECB to buy bonds may be eased by Portugal's success in an auction of its benchmark 10-year bond on Wednesday, a similarly solid debt sale by Spain on Thursday and a call from the EU's top economic official for a stronger European financial safety net.

"It will be interesting to see any reaction to that," RBS economist Nick Matthews said of the safety net discussion.

"I think probably the fact that you've got the sovereign debt crisis still going on and the focus on Portugal suggests to us that you're still going to have the ECB talking about uncertainty remaining elevated," he added.

ECB buying of Portuguese bonds has bought Lisbon time and although it got through Wednesday's auction unscathed, markets still have concerns about Portugal's ability to finance itself.

The ECB is likely to give few indications about the future volume of its bond buys, keeping the onus on governments to deal with the problem.

The purchasing programme, which has left the ECB exposed to potential losses, has divided opinion within the bank, with Germany's Bundesbank chief Axel Weber voicing his opposition publicly.

"It is not in the ECB's interest to make any disclosure/commitment on the Securities Markets Program," UniCredit economist Marco Valli wrote in a research note.

"Trichet should limit himself to stating that the programme is ongoing and will be adjusted as needed," he added.

Keeping its bond buying plans ambiguous affords the ECB an element of surprise when it acts, generating more impact.

INFLATION MONITORING

Thursday's policy meeting is the first since Estonia joined the currency bloc on Jan. 1, bringing its membership to 17 countries. Trichet and ECB Vice President Vitor Constancio will hold a news conference at 1330 GMT.

Questions will also focus on last month's jump in euro zone inflation to 2.2 percent -- the first time in two years that it has risen above the bank's target of just below 2 percent.

"I think the ECB has to acknowledge that there is an upside risk in the short term and inflation is likely to be going higher in the next couple of months but I think overall the risks to the outlook for price developments are likely to remain broadly balanced," Matthews said.

Several countries are already raising rates. South Korea and Thailand were the latest Asian economies this week to hike by another 25 basis points as policymakers battle the impact of surging prices of food and other commodities.

No visa for Arunachal officials; stapled for non-officials:China

NEW DELHI: China today made it clear that it will not issue visas to any official from Arunachal Pradesh, over which it lays claims, and will continue to issue stapled visas to non-officials from that state.

Speaking against the backdrop of reports that two Arunachal men have got stapled visas which was departure from past practice, an official in Chinese embassy, on the condition of anonymity, said there was no change in their visa policy for residents of Arunachal Pradesh.

"There is no change in our visa policy for residents of Arunachal Pradesh. China does not issue visas to officials from that state and will still not do it. For non-officials, we only issue stapled visas," the official told PTI.

The incident of issuance of stapled visas to residents of Arunachal Pradesh came to light when two sportsmen from that state were prevented by immigration officials from boarding a flight yesterday from New Delhi to Beijing since they had stapled visas given by Chinese Embassy on their passports.

Indian Weightlifting Federation's Joint Secretary Abraham K Techi along with a weightlifter of the state were taken aback when immigration officials at New Delhi's IGI Airport stopped them and turned them away because of the stapled visas issued by the Chinese Embassy.

Reacting to the Chinese action, the Ministry of External Affairs said India considers Arunachal Pradesh as an integral part of India and has conveyed to the Chinese side that a uniform process of issue of visas to Indian citizens be followed regardless of applicant's ethnicity or place of domicile.

Maintaining that both the athletes are reportedly domiciles of Arunachal Pradesh, the Ministry recalled that a travel advisory had been issued in November, 2009 cautioning Indian citizens that Chinese visas stapled to passports were not valid for travel outside the country.

Needling India, China started issuing stapled visas to people from Jammu and Kashmir from later part of 2008 in an attempt to project it as a disputed area.

In the case of residents of Arunachal Pradesh, visas were never issued till now as China claims the whole of the north-eastern state as its own.

The contentious issue of stapled visas for residents of J and K had figured during Chinese Premier Wen Jiabao's visit to New Delhi last month.

Vibrant Gujarat 2011: Career Point to invest Rs 300 crore on education sector in Gujarat

MUMBAI: Career Point Info Systems today said it has signed a Memorandum of Understanding (MoU) with Gujarat Government to invest Rs 300 crore in the formal education space in the state.

The Kota-based company will set up educational institutions in higher education, vocational training and skill development segment. The company inked the MoU on the second day of Vibrant Gujarat 2011 summit at Gandhinagar, a statement released here said.

"We are proposing an investment of Rs 300 crore in Gujarat over a period of four years. We expect to start the first institution imparting skill development courses by 2012 subjected to getting timely approval from various regulatory authorities," Career Point Managing Director and Chief Executive Officer Pramod Maheshwari said.

Anil Sardana is new Managing Director of Tata Power

MUMBAI: Tata Power today announced the appointment of Anil Sardana as its Managing Director who will take charge from February 1.

Sardana will replace Prasad Menon, who is retiring on January 31, a press release issued here said.

An electrical engineer from Delhi College of Engineering, Sardana has been the Managing Director of Tata Teleservices Limited for over three years and Tata Teleservices (Maharashtra) Limited for the last six months.

Sardana brings with him over three decades of expertise in the power sector and has worked with companies like
NTPC and the then BSES, the release said.
